So here is how it works. There is one bank that I deal with as a Mortgage Broker that will give 5% of the mortgaged amount of your purchase as cash towards your downpayment. It is all totally upfront and CMHC (the insuring party of the mortgage industry) is fully aware of it.
This is how it works:

You must have good credit (650 or higher beacon score)

There is a mortgage insurance premium of 2.90% Plus .20 for every 5 years that you amortize over 25. So a maximum of 3.10%. (This cost is rolled into the Mortgage, so you do not have to pay it out up front.)

You will be given 5% of the borrowed amount, so if you buy for say $400,000.00 your mortgage amount would be $380,000.00 (plus insurance fees), so you would receive $19,000.00. So you have to come up with just $1000. towards your down payment.
